Establishes civil fine of up to $1,000 per violation for individuals who intentionally make false statements or misrepresentations concerning election time, place, manner, voter eligibility qualifications, criminal penalties for voting, or voter registration status.

Requires that false statements or misrepresentations be made with intent to impede or prevent another individual from exercising their right to vote.

Imposes civil fine of up to $10,000 on entities that employ individuals to make such false statements or misrepresentations for election-related purposes.
