State shall reimburse counties, cities, and townships for verified actual costs of special elections held on non-regular election dates to fill state senator or representative vacancies directed by the governor.

Reimbursable costs exclude salaries of permanent local officials and the cost of reusable supplies and equipment.

Counties, cities, and townships must submit verified account of actual costs within 90 days after the special election to qualify for reimbursement.

State shall approve or disapprove submitted cost accounts within 90 days of receipt, and must provide written notice with reasons if disapproving all or part of the claim.

Legislature shall appropriate necessary funds from the general fund to implement this reimbursement requirement.
