Allows city or township clerks to notify voters within 3 business days (or by 8 p.m. on election day, whichever is earlier) if an absent voter ballot application has a missing or mismatched signature, via telephone and email.

Permits voters notified of signature issues to verify their signature in person at the clerk's office before 8 p.m. on election day, or by mail/facsimile/email signature verification form by 5 p.m. the Friday before the election.

Requires clerks to notify voters within 48 hours after polls close if an absent voter ballot return envelope is rejected due to signature mismatch or missing signature, allowing voters 72 hours to submit a signature or unsigned ballot verification statement by mail, facsimile, email, or in person.

Allows voters who submit verification statements in person with identification to have their ballots counted even if signatures do not match.

Adds new signature verification procedures and forms that clarify notification timelines, submission methods, and deadlines for voters to remedy missing or mismatched signatures on absent voter applications and ballots.
