Creates two new sections (766a and 766b) establishing procedures for handling absent voter ballot applications and return envelopes with missing or mismatched signatures.

Requires city and township clerks to notify electors of signature issues within specified timeframes: by end of next business day for applications received 6+ days before election, or by end of same day for those received 5 or fewer days before election.

Allows electors to cure missing or mismatched signatures until polls close on election day using multiple methods including providing a new signature, completing a signature cure form, or other methods specified by the clerk.

Establishes signature comparison standards requiring clerks to determine signatures "sufficiently agree" only if they differ in "significant and obvious respects," with slight dissimilarities resolved in favor of the elector, and provides examples of redeeming qualities and explanations for discrepancies.

Modifies sections 761, 765a, 766, and 767 to reference the new signature cure procedures and replace terminology of "person" with "individual" throughout the absent voter provisions.
