Changes vessel exemption from "from a country other than the United States" to "not from the United States," effectively exempting only temporary U.S. vessels and non-U.S. vessels from numbering requirements.

Increases exemption threshold for hand-propelled vessels from 16 feet or less to less than 18 feet in length.

Creates new fee structure for nonmotorized canoes or kayaks: $10.00 for vessels less than 18 feet in length and $5.00 for vessels 18 feet or over in length.

Makes decals and certificates of number for nonmotorized canoes or kayaks less than 18 feet in length immediately valid and non-expiring, unlike other vessels which renew every 3 years.

Clarifies language throughout regarding surviving spouse refunds (excluding nonmotorized canoes/kayaks under 18 feet), certificate display requirements, and permit renewal procedures.
