Amends section 102 of the 2016 Medical Marihuana Facilities Licensing Act to modify definitions used throughout the act, including "advisory panel," "board," and related terms.

Redefines "advisory panel" and "board" to mean the cannabis regulatory agency, and adds new definition for "cannabis regulatory agency" as the marijuana regulatory agency created under Executive Reorganization Order No. 2019-2 and renamed under Executive Reorganization Order No. 2022-1.

Clarifies the definition of "applicant" to include managerial employees, persons holding more than 10% ownership interest, and specifies ownership disclosure requirements for various business structures (partnerships, LLCs, corporations, nonprofits, and multilevel enterprises).

Takes effect 90 days after enactment into law, contingent upon House Bill No. 5871 of the 101st Legislature being enacted into law.
