HB 5969 Summary

• Creates an Opioid Advisory Commission within the legislative council to review and recommend funding initiatives addressing substance use disorders and co-occurring mental health conditions.

• Commission consists of 12 voting members appointed by legislative leaders with experience in substance abuse prevention, health care, mental health, law enforcement, or first responder work, plus 2 ex officio non-voting members (director of DHHS and council administrator).

• Requires the commission to submit a written report by March 30 each year to the governor, attorney general, and legislative leadership containing a needs assessment, goals and recommendations, evaluation of prior Michigan opioid healing and recovery fund expenditures, and recommended funding priorities.

• Members serve 3-year terms (with initial staggered terms of 1, 2, and 3 years), cannot receive compensation but may be reimbursed for expenses, and the commission must meet at least quarterly in compliance with open meetings and freedom of information laws.

• Takes effect only if Senate Bill No. ____ or House Bill No. 5968 (request no. 04724'21) is also enacted into law.
