Adds "water trails" as a new category of water resource improvement districts, defined as inland rivers and associated bodies of water designated as State Water Trails by the Department of Natural Resources or National Water Trails by the United States National Park Service.

Expands the definition of water resource improvement districts to include land up to 1 mile from the bank or shoreline of a water trail.

Modifies language in Section 705 to allow municipalities to create authorities to promote water resource improvements and access to inland lakes "or water trails, or both."

Makes technical corrections replacing "shall be" with "is" and "shall" with "must" throughout Sections 703 and 705 for grammatical consistency.

Corrects a cross-reference in Section 703(f)(v) from "section 815(5)" to "section 715(5)" regarding exemptions from tax increment capture.
