Designates social media platforms with more than 50 million monthly U.S. active users as common carriers, prohibiting them from censoring users or expression based on viewpoint or geographic location within Michigan.

Defines "censor" to include blocking, banning, removing, deplatforming, demonetizing, de-boosting, or restricting equal access to expression.

Allows platforms to censor expression that directly incites criminal activity, contains specific threats of violence against protected classes, constitutes unlawful activity, or involves child sexual exploitation referrals.

Permits users to bring civil actions against violating platforms for declaratory relief, injunctive relief, and attorney fees; allows the Attorney General to pursue enforcement actions.

Voids any contractual waivers of the act's protections and applies only to users residing in, doing business in, or sharing expression in Michigan, and to expression shared or received in the state.
