Requires original equipment manufacturers to make diagnostic, maintenance, and repair parts, tools, and documentation available to independent repair providers and equipment owners on fair and reasonable terms.

Defines fair and reasonable terms to include costs equivalent to those offered to authorized repair providers, documentation provided at no charge in digital form or at actual preparation costs in physical form, and software tools provided at no charge without requiring authorization or internet access.

Requires manufacturers to provide special tools and documentation to disable and reset electronic security locks or functions during repair work.

Exempts motor vehicle manufacturers, motor vehicle equipment manufacturers, and motor vehicle dealers from the act's requirements.

Establishes civil penalties of up to $500 for violations and allows individuals to bring civil actions to recover actual damages and attorney fees.
