Replaces "a person" with "an individual" throughout the Michigan Vehicle Code sections governing speed limits for consistency in terminology.

Adds new subsection (6) to section 628 allowing city and village governments to establish modified speed limits on local highways after providing public notice and 45 days for public comment, with authority to consider engineering studies, traffic data, speeding tickets, accidents, and pedestrian incident data.

Permits city and village governments to request that state transportation department and state police determine modified speed limits on limited access freeways and trunk line highways within their jurisdictions under the new local authority process.

Changes references from "A Policy on Geometric Design of Highways and Streets, sixth edition, 2011" to "seventh edition, 2018" issued by the American Association of State Highway and Transportation Officials for design speed determinations.

Lowers the population threshold for charter counties with elected county executives from 2,000,000 to 1,500,000 regarding authority over road commissions and adds a new category for charter counties with 750,000-1,000,000 population to vest authority in the department of roads.
