• Maintains the exclusion that natural hair cultivation does not include application of dyes, reactive chemicals, or other preparations that alter color or straighten, curl, or alter hair structure.

• Exempts individuals engaged in natural hair cultivation as part of practicing a recognized religion from the definition of "natural hair culturist."
