Allows certificate holders to request a 1-year automatic extension of filing deadlines if construction or rehabilitation has proceeded in good faith but delays result from circumstances beyond their control

Certificates issued before January 1, 2017 expire after 2 years of non-completion; certificates issued after December 31, 2016 expire after 3 years of non-completion

Permits holders of certificates issued before March 23, 2020 to request an additional 1-year automatic extension up to 1 year after certificate expiration, beyond any previously exercised extensions

Authorizes local governing bodies to request extensions from the qualified assessing authority if the new facility has not been occupied

Takes effect immediately upon approval on July 25, 2022
