Requires all existing state lottery sales agents to sell road rally lottery tickets and deposits all revenue into a newly created road rally 50/50 lottery fund administered by the Department of Transportation.

Provides a 30-day claim period for prizes, with unclaimed winnings rolling over to the following month's drawing rather than reverting to the state school aid fund as with other lottery games.

Makes technical amendments to existing lottery statutes clarifying that the road rally game operates under separate revenue apportionment rules while remaining subject to general state lottery provisions.
