Increases penalty rate on unpaid wages and fringe benefits from 10% annually to 100% annually, beginning when employer is notified of a filed complaint and ending upon payment.

Raises maximum exemplary damages for flagrant or repeated violations from 2 times to 3 times the amount of unpaid wages and fringe benefits.

Increases maximum civil fine for violations of the wage payment act from $1,000 to $10,000.

Allows the department to order employers to pay attorney costs, hearing costs, and transcript costs (existing provision).

Takes effect 90 days after enactment into law.
