Creates the office of the state employee ombudsman within the legislative council, appointed by and serving at the council's pleasure.

Grants the ombudsman authority to investigate complaints from state employees regarding administrative acts involving suspected law violations, conduct endangering public health or safety, or gross mismanagement of public funds.

Requires the ombudsman to provide resolution reports to complainants within 30 days of completing investigations and submit separate findings reports to the legislative council.

Protects complainants from retaliation by state departments or agencies and exempts ombudsman correspondence and investigation reports from disclosure under the Freedom of Information Act.

Establishes an annual public reporting requirement that includes complaint statistics, complaint nature, resolution timeframes, and repeat complaint percentages, with violations of the act punishable as a misdemeanor with up to 1 year imprisonment or $1,000 fine.
