Requires electric utilities to reimburse individuals whose utilities are paid by landlords: $50 or actual costs for interruptions exceeding 4 but not more than 24 hours; $200 or actual costs for interruptions exceeding 24 hours.

Requires utilities to reimburse local units of government for costs incurred during service interruptions, including emergency service dispatch, warming/cooling center operations, backup generation, and mitigation expenses.

Requires individuals and local governments to submit reimbursement claims to the Public Service Commission within 90 days of the interruption; the Commission has 30 days to determine eligible costs and the utility must pay within 30 days thereafter.

Requires automatic bill credits for residential customers based on interruption duration, ranging from $5 for the first hour to $25 per hour for interruptions of 72 hours or more; credits carry forward to subsequent bills if they exceed the current month's charges.

Directs the Public Service Commission to establish a formula within 12 months for nonresidential customer credits based on outage hours multiplied by the customer's average hourly load from the preceding 12 months.
