Establishes an electric vehicle rebate program administered by the Department of Treasury for Michigan residents purchasing new electric vehicles after October 1, 2022.

Provides rebates of up to $2,000 for eligible applicants who submit completed applications within 120 days of purchase and are the first title holder of the vehicle.

Limits rebates to one new electric vehicle purchase per calendar year per applicant.

Covers all-electric vehicles and plug-in hybrid electric vehicles with a manufacturer's suggested retail price of $80,000 or less, excluding used vehicles and off-road vehicles.

Requires the Department of Treasury to develop an application process and determine applicant eligibility, with rebates issued within a reasonable timeframe upon approval.
