Creates new "marihuana disposer" license category to handle transportation and disposal of marihuana plant waste from licensed facilities, with protections from criminal and civil prosecution for compliant operations.

Adds "marihuana plant waste" and "marihuana disposer" to statutory definitions and amends existing licensee sections (growers, processors, secure transporters, provisioning centers, safety compliance facilities) to authorize transfer of plant waste to disposers without requiring secure transporters for transport.

Prohibits the marijuana regulatory agency from requiring marihuana facilities to combine plant waste with other products or render it unrecognizable during disposal under new waste management rules.

Extends liability protections to property owners, certified public accountants, and financial institutions providing services to marihuana disposers on same basis as other licensees operating in compliance with the act.

Bill takes effect only if Senate Bill (number to be specified) or House Bill 6057 is enacted into law.
