Adds definitions for "hazardous waste," "marihuana plant waste," and "marihuana disposer" to clarify how marijuana waste can be legally disposed of through composting, incineration, landfilling, or anaerobic digestion.

Prohibits the marijuana regulatory agency from requiring licensees to combine marihuana plant waste with other products or render it unusable/unrecognizable before disposal.

Authorizes marihuana growers, processors, secure transporters, safety compliance facilities, retailers, microbusinesses, and disposers to transfer marihuana plant waste to licensed marihuana disposers and transport it to disposal sites.

Renumbers and reorganizes existing definitions in Section 3 to accommodate new waste-related terminology while maintaining the substance of prior law.

Clarifies that all marihuana establishment activities, including waste disposal and transportation, are protected activities that cannot be grounds for arrest, prosecution, property seizure, or denial of rights when performed by licensed operators.
