Removes references to section 66 environmental review procedures from sections 33, 39a, 41, 42, 43, 44, and 47, returning environmental rulemaking to standard Administrative Procedures Act processes.

Allows pending rulemaking requests before the environmental rules review committee on the effective date to proceed under standard Administrative Procedures Act sections rather than the eliminated special review process.

Clarifies that rules are not invalid for failure to comply with the abolished environmental review section, protecting existing rules from legal challenge based on the eliminated procedures.

Updates department name references from "Department of Environmental Quality" to "Department of Environment, Great Lakes, and Energy" throughout the statute.
