Requires websites posting public notices to be free and publicly accessible with prominent links to active and archival notices, and defines qualified newspapers as publications meeting specific criteria including weekly publication, 50% English language content, and one-year publishing history.

Establishes annual public notice lists allowing individuals, organizations, and businesses to request public notices via first-class mail (for a fee covering printing and postage) or email (within 24 hours of posting).

Requires local governments to maintain printed copies of archived notices and notify the public of any changes to public notice delivery methods.
