Prohibits physicians from using remote methods such as internet web cameras to diagnose pregnancy or prescribe medical abortion.

Mandates that the prescribing physician be physically present when the prescription drug initiating a medical abortion is dispensed, though a qualified individual under the physician's direct supervision may administer it.

Clarifies that the section does not create a right to abortion and does not permit abortions prohibited by law.
