Reduces the deadline for mental health professionals to release pertinent mental health records to child protective service workers from 14 days to 7 days after receiving a written request during child abuse or neglect investigations.

Replaces "family independence agency" with "department" and updates terminology including "shall" to "must" and "a person" to "an individual" throughout the statute.

Clarifies that physician-patient, dentist-patient, counselor-client, psychologist-patient, and other health professional-patient privileges do not apply to mental health records accessed under this section.

Provides immunity from civil or administrative liability for individuals who in good faith release mental health records under this section, except in cases of gross negligence or willful and wanton misconduct.

Takes effect only if Senate Bill No. ____ or House Bill No. 6077 is enacted into law during the 101st Legislature.
