Expands the definition of "complainant" to include persons filing reports of abuse, neglect, or exploitation, in addition to those filing general complaints under the ombudsman act.

Requires the ombudsman to notify the Department of Licensing and Regulatory Affairs within 10 business days when deciding to investigate a report of abuse concerning a resident veteran.

Adds "report of abuse" as a separate category for tracking in the ombudsman's semiannual reports to the legislative council, board of managers, and legislature.

Prohibits penalization of resident veterans for filing or communicating reports of abuse, neglect, or exploitation to legislators or for cooperating with ombudsman investigations.

Makes the bill's effectiveness contingent upon enactment of House Bills 6081 and 6082, and one additional bill to be designated (request no. 05788'22).
