Removes the definition of "examination" from section 20904 and relocates it to specific examination subsections in section 20950 to define examination as an evaluation approved or developed by the National Registry of Emergency Medical Technicians or equivalent organization.

Requires non-accredited education program sponsors to inform individuals seeking paramedic licensure that the sponsor is not accredited under the joint review committee standards before offering the program.

Creates two pathway options for paramedic licensure: passage of a department-developed examination OR passage of the National Registry examination, with the department required to develop its examination within 2 years of the effective date.

Permits the department to charge a fee for the department-developed paramedic examination not to exceed the fee charged for the National Registry paramedic examination.

Updates statutory language by replacing "shall" with "must" in sections 20912 and 20954, and clarifies examination requirements in section 20952 to reference examinations described in section 20950.
