Establishes a per-case offset payment range of $8.25 to $12.50 that the liquor control commission may pay spirits vendors as an offset to warehousing and delivery costs incurred through authorized distribution agents.

Permits the state administrative board to increase the per-case offset each January to reflect reasonable increases in authorized distribution agent costs.

Specifies that the per-case offset payment is excluded from the commission's markup, special taxes, and state sales tax calculations.

Defines "case" as a container holding twelve 750ml bottles of spirits or other industry-standard containers of spirits.

Takes effect immediately upon enactment on July 11, 2022.
