Modifies pupil membership counting rules for districts and public school academies under the State School Aid Act of 1979

Adds exception to section 166b enrollment restrictions: pupils who reside within geographic boundaries of the district or the nonpublic school's location are excluded from growth caps that limit part-time nonpublic school enrollment to 5% or with maximum 10% annual growth

Allows districts and public school academies to enroll part-time pupils from nonpublic schools without triggering membership growth restrictions if those pupils are local residents or attend schools within district boundaries

Applies existing enrollment caps and growth limitations only to part-time nonpublic pupils who reside outside the district and attend nonpublic schools located outside district boundaries
