Amends Michigan's public health code to modify smoking prohibitions for cigar bars and tobacco specialty retail stores that existed on May 1, 2010

Requires affected businesses to file annual affidavits with the department by January 31 each year to maintain exemption from smoking prohibition

Cigar bars must generate at least 10% of gross annual income from on-site cigar sales and humidor rentals, be physically separated from non-smoking areas, prohibit entry to those under 21, and allow only cigars retailing over $1.00

Tobacco specialty retail stores must generate at least 75% of gross annual income from tobacco product and smoking paraphernalia sales, be physically separated from non-smoking areas, and prohibit entry to those under 21

Takes effect immediately upon enactment, contingent on passage of Senate Bills 576, 577, 720 and House Bill 6108 by the 101st Legislature
