Requires the House Fiscal Agency to include a statement in fiscal analyses assessing whether bills that create new crimes, substantially change existing crimes, or modify arrest, sentencing, parole, or probation procedures would have a racially or ethnically disparate impact.

Directs the House Fiscal Agency to examine the likely effects of such bills on distinct racial or ethnic groups identified in the most recent federal decennial census when preparing the required disparate impact statement.

Applies this new requirement to all bills scheduled for hearing before a standing committee of the House of Representatives.

Makes the disparate impact statement part of the fiscal analysis that the House Fiscal Agency must provide to committee clerks and publish on the internet.

Maintains existing requirements for House Fiscal Agency analyses regarding bill summaries, revenue and expenditure estimates, and other fiscal impacts.
