Requires the House Fiscal Agency to include in fiscal analyses a statement on whether bills creating new crimes, substantially changing existing crimes, or modifying arrest, sentencing, parole, or probation procedures would likely have disparate impacts on individuals living at or below the poverty line.

Defines "poverty line" for purposes of this requirement as that term defined in 42 USC 9902(2).

Maintains existing requirements for fiscal analyses to include summaries of legal changes, estimates of revenue and expenditure impacts, and information on effects to federal funding and local units of government.

Requires the House Fiscal Agency to provide fiscal analyses to committee clerks and the public on the internet.

Requires revised fiscal analyses be prepared when bills scheduled for standing committee hearings are changed.
