Establishes the Michigan legislative medal of honor as the highest legislatively issued military award in the state, awarded through concurrent resolution by the legislature.

Allows the medal to be awarded to living or deceased service members who were born in Michigan, were Michigan residents when entering military service, or died in Michigan.

Requires recipients to have voluntarily performed a deed of personal bravery or self-sacrifice involving risk of life that is extraordinarily distinguished and determined by incontestable proof.

Limits awards to no more than 2 individuals per regular legislative session: one service member who served between January 1, 1836 and December 31, 1955, and one who served on or after January 1, 1956.

Designates the speaker of the house and senate majority leader to present the medal in the presence of the sponsoring legislators and the local representative and senator of the recipient's residence.
