Changes the employment date restriction for state retirants from October 1, 2007 to the effective date of the 2022 amendatory act that amended this provision.

Eliminates most exceptions (subsections 3-14 under previous law) that previously allowed retirants to work for the state without forfeiting benefits, including exceptions for Department of Corrections health care, wildfire suppression, and psychiatric hospital mental health services.

Establishes a new subsection (3) allowing retirants who retired after a bona fide termination to work for the state without forfeiting retirement benefits if they have been retired for at least 6 consecutive months, with exceptions for prior retirants, litigation contracts, and emergency response work.

Clarifies that employment under the new exception cannot be used to recalculate or increase a retirant's retirement allowance.

Redefines "employed by this state" to mean only direct employment (removing references to indirect employment through contractors or as independent contractors).
