Requires county clerks to hold election inspector training schools within 20 days before each primary, general, and special election and notify township and city clerks of the time and place.

Makes attendance at county training schools mandatory for appointed election inspectors unless excused by the county clerk for good cause.

Allows any city or township to conduct its own election inspector training school if the clerk is certified as a certified Michigan municipal clerk by the Michigan Association of Municipal Clerks and has conducted at least one election.

Election inspectors who attend a city or township training school are not required to attend the county training school.

Removes the previous 10,000 population threshold that limited which municipalities could conduct their own training schools.
