Prohibits executive orders, proclamations, or directives issued during a state of disaster or emergency from prohibiting, suspending, or limiting religious worship services operations by churches or religious organizations.

Permits churches, religious organizations, or other persons adversely affected by emergency orders that violate this section to file civil actions for damages, injunctive relief, declaratory relief, or other redress.

Requires courts to award reasonable court costs, litigation expenses, and attorney fees to plaintiffs in such actions, even if the executive order is later repealed, rescinded, or expires before final court determination.

Clarifies that the governor's authority to direct all necessary emergency actions is subject to the new restrictions on religious worship services.

Makes nonsubstantive technical amendments to existing emergency management provisions, including changing "shall" to "must" and "he or she" to "the governor" for consistency.
