Permits insurers to deliver insurance notices and documents by electronic means if parties affirmatively consent and requirements are met, with electronic delivery equivalent to first-class mail or certified mail delivery methods.

Requires insurers to provide parties with clear statements before obtaining consent that include the right to receive documents in paper form, right to withdraw consent, specific categories of documents to be delivered electronically, and procedures to update contact information.

Requires insurers to notify parties of hardware and software requirements for accessing electronic documents and obtain electronic confirmation that parties can access the information before delivering documents electronically.

Mandates insurers revert to first-class mail or other required delivery methods if they have reason to believe parties are not receiving electronic notices or if electronic delivery fails.

Exempts health insurers, health maintenance organizations, and Chapter 12C from these electronic delivery provisions; does not apply to insurance producers and creates liability protections for producers regarding consent or delivery failures unless the producer caused the harm.

Bill takes effect only if eight related bills (HB 6155, 6156, 6158, 6159, 6160, 6161, 6162, 6163) are also enacted into law.
