Requires insurers or appointed supervising entities to develop and deliver training programs to vendor employees directly engaged in selling portable electronics insurance, covering basic coverage information and required disclosures under section 1294.

Permits electronic delivery of training with supplemental in-person education programs overseen by licensed insurance producers from the supervising entity.

Prohibits vendors from compensating employees primarily based on enrollment numbers, but allows incidental compensation related to portable electronics insurance activities.

Allows vendors to bill, collect, and hold insurance charges in a fiduciary capacity with proceeds remitted to the supervising entity within 60 days, with insurer compensation permitted for billing and collection services.
