Establishes two accounts within the solid waste management fund: a solid waste staff account for permit and licensing operations, and a perpetual care account for postclosure maintenance and corrective actions at disposal areas

Authorizes expenditures from the solid waste staff account for permitting activities, inspections, enforcement, groundwater monitoring, and general administration of the solid waste management program

Creates a coal ash care fund for coal ash impoundments and landfills with authorized uses mirroring those of the solid waste staff account, including permitting, inspection, enforcement, and postclosure activities

Requires the Department of Environment, Great Lakes, and Energy to submit an annual report by March 1 detailing staff positions, permit application processing times, enforcement actions, complaints received, and fund revenues

Repeals Section 11519 of the Natural Resources and Environmental Protection Act
