Authorizes the Department of Natural Resources to issue emergency orders requiring dam owners to immediately repair, draw down, breach, or cease operation when a dam is in imminent danger of failure and threatens public health, safety, welfare, property, or natural resources.

Allows the Department to undertake emergency actions directly and recover costs from the owner in a civil action if the owner fails to comply, is unavailable, or cannot be contacted.

Requires the Department to provide dam owners with a hearing within 15 days of emergency order issuance under the Administrative Procedures Act of 1969, at which it will determine whether to continue, modify, or suspend the order.

Mandates the Department notify both the Senate and House of Representatives in writing within 24 hours of issuing an emergency order and again within 24 hours if the order is continued or modified, including an explanation for continuation or modification.
