Requires relevant departments to post proposed orders on their websites and submit copies to the legislature and standing committees with responsibility for agricultural, environmental, and natural resources issues at least 30 days before adding or removing species from prohibited or restricted species lists.

Mandates departments notify the senate and house of representatives in writing within 24 hours after issuing any order to add or delete species from prohibited or restricted species lists.

Establishes criteria for listing nonaquatic species as prohibited (organism is not native, not naturalized or not widely distributed, and poses risks based on risk assessment) or restricted (organism is naturalized and widely distributed with identified risks).

Sets criteria for listing aquatic species as prohibited (organism is not native or genetically engineered, not naturalized or not widely distributed, and poses risks) or restricted (organism is not native, is naturalized, and poses identified risks).

Allows directors to issue emergency orders designating organisms as prohibited or restricted species for up to 90 days if organism poses threat to human health or natural resources, but prohibits emergency redesignation of the same organism under the same category.
