Amends the Administrative Procedures Act of 1969 to require the Department of Licensing and Regulatory Affairs to notify the legislature within 24 hours after filing an emergency rule for controlled substance scheduling under the Public Health Code.

Modifies emergency rule procedures for controlled substance scheduling to add the notification requirement as a condition subject to the department's compliance with subsection (5).

Maintains existing emergency rule provisions allowing the department to bypass standard notice and participation procedures when the director of the Department of Health and Human Services determines an imminent danger exists.

Preserves the current 7-business-day certification timeline for the Legislative Service Bureau to review proposed emergency rule language and the Secretary of State's authority to approve rules if certification is not issued within that period.
