Restructures Section 3506 of the Natural Resources and Environmental Protection Act into three subsections to clarify permit issuance, revocation, and emergency procedures for water use.

Permits issued by the department give permittees the right to use specified water under stated conditions and are irrevocable except for breach or violation, unless the permit includes specific grounds for modification or revocation in the public interest.

Permits cannot be revoked or modified without 30 days' written notice and an opportunity for the permittee to be heard; for breaches or violations, the permittee must be given reasonable time to correct the problem before revocation.

Allows the department to issue an emergency order for abatement without prior notice if a permit violation threatens the public interest in waters, with the order remaining valid for no more than 21 days from its effective date.

Requires the department to notify the state senate and house of representatives in writing within 24 hours after issuing an emergency abatement order.
