Prohibits law enforcement agencies from selling or trading seized firearms to federally licensed firearms dealers, eliminating the previous authorization to retain sale proceeds for law enforcement purposes.

Requires law enforcement agencies to either destroy seized firearms or retain them for official use by peace officers employed by the agency.

Eliminates the requirement for law enforcement agencies to maintain receipts of firearm sales or trades for 7 years and make them available to the state police for inspection and auditing.

Maintains existing notice requirements: law enforcement must provide 30 days' written notice to the original owner if the firearm was reported lost or stolen, and 30 days' public notice on the agency's website before disposing of the firearm.

Preserves law enforcement agency immunity from civil liability for disposing of firearms in compliance with the section.
