Establishes that beginning with the 2022 general November election, school board members must be elected for 4-year terms instead of the previous 4 or 6-year terms allowed by district bylaws.

Before the 2022 election, school board members may continue to be elected for 4 or 6-year terms as provided by each district's bylaws.

Makes technical corrections throughout the statute by replacing "shall" with "must" and removing outdated references to July 1, 1996 effective dates.

Clarifies that school districts are general powers districts with all rights, powers, and duties expressly stated in the Revised School Code, plus implied and incidental powers related to public education operations.

Preserves existing powers of school boards and school districts established under the Revised School Code and does not diminish any powers from prior legislation.
