Modifies the State License Fee Act to allow refunds of fees collected by the department under rules promulgated by the department, under section 411 of the occupational code, or under circumstances described in the bill.

Requires that any application, license, registration, examination, or other similar fee set forth in the act must be reduced if the specified amount does not bear a reasonable relation to the costs incurred by the department for that fee-generating program or activity.

Mandates the department submit a written report by March 1 of each year to the house and senate appropriations committee chairs analyzing the reasonableness of all application, license, registration, examination, and similar fees charged in the preceding calendar year.

Requires the department to determine whether each fee bears a reasonable relation to the department's actual costs incident to the fee-generating program or activity.
