Establishes the "Paraprofessional to Teacher Pathways Grant Act" to provide financial aid to K-12 educational paraprofessionals pursuing postsecondary degrees in teaching-related fields.

Creates a dual-pathway grant program: Pathway I for associate degrees at community colleges and Pathway II for baccalaureate degrees at public universities.

Pathway I eligibility requires 3 years full-time or 5 years part-time employment as an educational paraprofessional and a written repayment agreement; grants cover tuition up to the lesser of actual cost or average state community college rate.

Pathway II eligibility requires an associate degree or 2+ years of college credit in education-related fields, 3 years full-time or 5 years part-time paraprofessional employment, a letter of employment guarantee from a school district, and a repayment agreement; grants cover tuition up to the lesser of actual cost or average state university rate.

Recipients must maintain continuous employment in education-related positions for 3 years (Pathway I) or 5 years (Pathway II) after degree completion or must repay all grant funds received.
