Replaces references to "department of environmental quality" with "department of environment, Great Lakes, and energy" throughout the Natural Resources and Environmental Protection Act.

Requires persons issued permits under the Act to maintain a bond (performance bond, certificate of deposit, cash bond, or irrevocable letter of credit) in favor of the department for the duration of the permit.

Permits the department to determine bond amounts and requires promulgation of rules within 1 year to establish standards for bond amount determination.

Allows the department to draw on bonds to cover costs of cleanup, remediation, and site compliance resulting from permit violations, environmental emergencies, permittee insolvency, or failure to maintain or renew the bond.

Requires the department to provide notice and opportunity for informal hearing at least 7 days before drawing on a bond for insolvency or violations.
