Requires completion of an "all appropriate inquiry" evaluation (conforming to federal standards in 40 CFR 312) no more than 100 days before closing for all commercial property sales or transfers.

Mandates delivery of a written "baseline environmental assessment" documenting environmental conditions and hazardous substance findings to the buyer or transferee at or before closing.

Requires sellers to submit a copy of the baseline environmental assessment to the Department of Environment, Great Lakes, and Energy.

Voids any sale or transfer of commercial property that fails to comply with these requirements.

Directs the Department to establish a filing system to store and accept baseline environmental assessments.
