Amends Michigan election law to subject school board ballot questions on millage increases and bonds to the limitation in section 24f(4) of the general property tax act, effective January 1, 2023.

Requires school boards to submit ballot questions for borrowing money, increasing millage, or establishing bonds in accordance with restrictions in the general property tax act rather than allowing elections on any regular election date.

Changes mandatory language from "shall" to "must" throughout sections 312 and 641 for consistency in legal drafting.

Makes technical corrections including changing "lesser" to "less" and "pursuant to" to "under" in election procedure language.

Ties enactment to passage of either Senate Bill No. ____ or House Bill No. 6240 (request no. 05197'21) of the 101st Legislature.
