Creates the metallic mineral mine reclamation fund in the state treasury to receive federal grants from the abandoned mine reclamation fund, state tax revenue, and other sources for mine reclamation purposes.

Authorizes the Department of Environment, Great Lakes, and Energy to expend fund money for void filling, tunnel sealing, land and water reclamation, property acquisition, and administrative costs related to addressing adverse effects of past mining practices.

Grants the department authority to enter property for studies and reclamation work addressing past mining impacts, with notice requirements to property owners, and determines such entry is a police power exercise rather than trespass or condemnation.

Prioritizes fund expenditures based on risk to public health, safety, welfare, and property from past mining practices, and allows emergency contracting without competitive bidding when substantial physical harm is reasonably expected.

Contingent on concurrent enactment of House Bill 6254 and House Bill 6255 to take effect.
